Programa Bolsa Família: análise sobre o mercado de trabalho secundário e a geração “nem-nem” nas áreas urbanas e rurais do Brasil

Dissertação (Mestrado em Economia Rural) - Centro de Ciências Agrárias, Universidade Federal do Ceará, Fortaleza, 2019.This dissertation sought to verify the effects of the Bolsa Familia Program on the Brazilian Secondary Labor Market and the decision making process of the Young people between 16 and 17 years old. Thus, in order to meet the first objective, it will be investigated whether the beneficiaries of the program seek a second occupation due to the decrease in the job offer, due to the conditionality related to school attendance, since there may be a substitution effect, that is, a negative impact in family income. For the second, it will be analyzed the probability of the young people belonging to families that receive the expansion of the program, the Benefit Linked to the Youth, are studying and / or in the labor market or none of these categories. For that, the data of the Pesquisa Nacional por Amostra de Domicílios Contínua (PNAD Continuous) of the year 2016 and an econometric model, Probit Bivariate were used, and also the marginal effects were analyzed. The results show that the main job income causes an impact close to zero the probability of the worker receiving the family grant and having a second job, but having a formal job decreases the chances of receiving the family grant and look for a second job. Individuals who have incomplete seniors, increase the chances of receiving the family grant and take a second job while those who have complete fundamental decrease. On the average, workers who have a second job are mostly in the rural area, also showing higher incomes per capita. The results also indicate that families benefited by the PBF cause an increase in the young being "nem-nem", that is, it causes a "disincentive effect" in the young. Householders with higher schooling increase the chances of rural youth not studying or working, while the odds for urban youth are slipping. On the average, rural youth families have fewer formal jobs, but are the most benefited by the PBF and have higher incomes per capita.COORDENAÇÃO DE APERFEIÇOAMENTO DE PESSOAL DE NÍVEL SUPERIOR (CAPES)Verifica os efeitos do Programa Bolsa Família sobre o mercado de trabalho secundário brasileiro e a tomada de decisão dos jovens entre 16 a 17 anos. Assim, para atender ao primeiro objetivo, investigou-se se os beneficiários do Programa buscam segunda ocupação em virtude a diminuição na oferta de trabalho, decorrente da condicionalidade referente à frequência escolar, já que pode haver um efeito-substituição, ou seja, influência negativa na renda familiar. Para o segundo, examina-se a probabilidade de os jovens pertencentes a famílias que recebem a expansão do Programa, o Benefício Vinculado ao Jovem, estarem estudando e/ou no mercado de trabalho ou nenhuma destas categorias. Para isso, foram usados os dados da Pesquisa Nacional por Amostra de Domicílios Contínua (PNAD Contínua) do ano de 2016 e um modelo econométrico, Probit Bivariado. Também, foram analisados os efeitos marginais. Os resultados mostram que a renda do trabalho principal causa um influxo próximo de zero sobre a probabilidade de o trabalhador receber o Bolsa Família e ter segundo emprego, mas o fato de ter ocupação formal, diminui as chances de ele receber o Bolsa Família e procurar segundo emprego. Pessoas que têm curso superior incompleto aumentam as chances de receber o Bolsa Família e ter segundo emprego, enquanto os que têm Ensino Fundamental completo diminuem. Em média, trabalhadores com segundo emprego estão, em sua maioria, na área rural, mostrando, também, maior rendas per capita. Os resultados, ainda, indicam que famílias beneficiadas pelo PBF causam um aumento no jovem ser "nem-nem", ou seja, causa um "efeito ‘desincentivo’" nos jovens. Chefes de família com maior escolaridades aumentam as chances de o jovem rural não estudar nem trabalhar, enquanto as chances para os jovens urbanos diminuem. Em média, as famílias de jovens rurais têm menos empregos formais, porém são os mais beneficiados pelo PBF e que possuem maior renda per capita
